Government Approves Anti-Spyware Bill
by Kevin Knight
July 2004 |
A subcommittee of the U.S House of Representatives recently voted unanimously to approve its first anti-spyware bill.
The House Energy and Commerce Committee approved an amended version of H.R 2929, now known as the "Securely Protect Yourself Against Cyber Trespass Act", also known as SPY Act.
The bill protects individuals from unknowingly downloading spyware by requiring that consumers receive a clear and conspicuous notice prior to downloading spyware. The revised version of the bill includes provisions to prohibit unfair or deceptive behavior such as key-stroke logging, computer high jacking and the display of advertisements that cannot be closed. Penalties for violating the proposed law range up to $3 million.
